Good god, man—that's what we were supposed to get under deregulation. Instead, the shareholders got rich, grid upgrades and maintenance got ignored, and the public got a sub-par grid.       (GP comment:  Perhaps having more red tape is not even the right question. What if we just make the penalties under current regulations far more odious than they are now? If a company flout the law, then zero its shareholders' profits for three years. Or if a company really screws up, then put it out of business. Such penalties are applied to people; why not corporations? The current approach to federal regulatory enforcement often sees a company get fined, say, $5 million when it made $10 million in profits doing the bad thing. The ridiculousness and corrupt collusion of such an arrangement should be obvious to everyone.)
